JUBA – A former South Sudan police officer who left the country in 2016 to join the opposition is appealing to President Salva Kiir Mayardit to forgive him and let him return to his work at the directorate of nationality, passport and immigration saying he was detained for 14 days following his return to Juba in 2019 after attempt to meet President Salva Kiir.
Colonel Dominic Gabriel Mogga said he returned to Juba after he abandoned the rebellion after having served as member of South Sudan United Front led by General Paul Malong Awan and Federal Democratic Party led by Gabriel Changson Lew Chang, but was detained by members of the military.
“I was working with the South Sudan police service, directorate of nationality, passports and immigration as editing and production officer by then General Agustino Maduot Parek was the director General. I fled the country in 2016 and I subsequently joined the opposition,” Gabriel said told Sudans Post in an interview.
“In 2017, I worked as the representative of Federal Democratic Party under Gabriel Changson Chang to one of the East African Countries. When General Chang chose to go for negotiations with the government in 2018, I opted to join General Paul Malong Awan the former army chief’s South Sudan United United Front where he appointed me as mobilizer for Central Equatoria state and at the same time, In 2019, the Red Card Movement team appointed me mobilizer for Juba, and Yei in order to conduct demonstration to push Kiir out of power,” he added.
The former police officer said when he realized that a genuine transfer of power was lawful, he decided to return to the country with the help of a military intelligence officer, but said was arrested by the military after attempting to meet President Salva Kiir who he was planning to ask for return to his job.
“On seeing that only democratic means can lead South Sudan to peaceful and genuine transfer of power, I chose to abandon rebellion against Kiir’s government and chose to return to Juba. My return was spear headed by a Military intelligence officer whom I know. They strongly convinced me that they would present my issue to the president so that it is addressed,” he said.
“On arrival in Juba, I got myself at the military detention centre where I stayed for 14 days after which they released and warned me not to think of meeting the president again else they will deal with me. They also said they would follow me up if also I go public to announce my return and detention. Due to fear for my safety, I flee the country and later on I wrote to the president for his intervention but he never responded. I have written the message attached to this mail to request my president for permission so as to guarantee my safe return and stay in the country,” he added.
Below is his full message to President Salva Kiir Mayardit.
Request To H.E President Salva Kiir For My Return To South Sudan
04/03/2021
Your Excellency Salva Kiir Mayardit, President of the Republic of South Sudan,
I wish to take this opportunity to congratulate you upon your tireless effort in uniting the people of South Sudan and for your tireless effort to restore peace and stability in the country amidst tireless effort exerted by anti-peace element to distort your leadership, the peace and image of the people of South Sudan.
Your Excellency, you are the unifying factor of the people of the Republic of South Sudan and our unity is strength. May you live long in your good leadership until you usher the people of South Sudan to elections
My president, I have been a victim of illegal detention by some anti-peace elements in the system for my response to your call for those who took up arms against your government to abandon rebellion and return home for peace.
I have written this message to request you for permission for me to return to the country so that together we may meet the aspiration of the people of South Sudan for a peaceful country.
Your Excellency, count me among the lost sheep and grant me a chance to return home. Forgive me for not being faithful to the trust you bestowed upon me by appointing me as police officer for the first batch of immigration officers in South Sudan Police Service. Your Excellency, please give me another opportunity and allow me to return home.
I would be grateful to receive your positive office response.
Thanks in advance.
Yours comrade
Dominic Gabriel Mogga Baba

“Ex-police officer appeals to Kiir to allow him return to his job”
Mr. Salva Kiir is not the one that knows everything in South Sudan, come back to ‘South Sudan and be like every South Sudanese and talk to Mr. Salva Kiir, his minders, may listen to you or may not. But I think some of his minders may talk to you. If you were a police man in South Sudan and they might talk to you, and if you had rebelled with Mr. Riek Machar in 2016, then, you may be unlikely be employed in your former police position, retrain to other occupations, come and contribute to South Sudan and South Sudanese people progress. It is as simple as *the sun or night*.
Watch out our lowly informed fools.
