This comes after the South Sudan Revenue Authority (SSRA) began the zoning and door-to-door registration of taxpayers, in a renewed effort to seal leaks, nab cheats, increase compliance, and boost revenue collection.
Taxman said they divided Juba into ten zones to make registration easier and better tax compliance monitoring.
However, on Thursday, the CES cabinet, chaired by Governor Rabi Mujung, rejected NRA’s decision, saying Such actions violate Art. 49 of the Constitution of South Sudan, which calls for the respect of intergovernmental linkages
Speaking to the media after the meeting, Jacob Aligo Lo-Lado, the Acting Minister of Information, said after thorough deliberation, emphasised the need for prior consultations involving the SSRA, the State Government, and the Juba City Council before such a policy is implemented.
“The Council resolved to reject this unilateral decision and urges the South Sudan Revenue Authority to revoke it. Such actions violate Article 49 of the Transitional Constitution of South Sudan (2011), as amended, which calls for the respect of intergovernmental linkages,” said Aligo.
He added that the cabinet urged the SSRA to review its judgment and to respect the constitutional role of state governments in terms of tax collection.
Among other major issues discussed in the cabinet meeting was a memorandum presented by the State Ministry of Roads and Bridges, requesting USD 8.3 million for the completion of the Terekeka–Tindilo–Tali road.
The Cabinet approved USD 220,594 (two hundred twenty thousand United States Dollars) for the completion of two bridges along the same road, with the remaining balance to be incorporated in the 2025–2026 fiscal year budget.
“The Minister of Roads and Bridges also requested an amendment to the name of the ministry to ‘State Ministry of Transport, Roads and Bridges.’ The Council acknowledged the request but deferred the memo for further consultations,” Aligo added.
Besides, the CES council of ministries condemned the monstrous act of a gang group which raped a girl in the Shirikat residential area around two weeks ago.
The Minister of Information confirmed a crackdown on youth across parts of Juba allegedly linked to gang activities and said that all those who have been arrested are currently in police custody awaiting investigation.
He assured that those found innocent will be released, while those found guilty of gang-related activities will be prosecuted per the law.
