
JUBA — The governor of South Sudan’s Central Equatoria State, Lt. Gen. Rabi Mujung Emmanuel, on Monday issued an order suspending demarcation activities and allotment of plots along Road 40 in Joppa, a suburb of Juba city.
The order was issued following reports of unauthorized demarcation and allocation of plots on these roads, with individuals reportedly claiming sections for private use.
The road-40, also known as Sharia Arrbeyin, stretches from east to west through the Jopa residential area.
This road connects Blocks 3, 4, 6, and 7 to the Gurei neighborhood.
“H.E. Lt. Gen. Rabi Mujung Emmanuel, the Governor of Central Equatoria State, issued Gubernatorial Order No. 01/2025 for the Suspension of Demarcation Activities and Allotment of Road-40 (Shari Arubeyin), which runs from East to West through Jopa, connecting Blocks 3, 4, 6 & 7 to Gurei Residential Area, Juba County, Central Equatoria State,” read part of the order seen by Sudans Post.
The Commissioner of Juba County has been directed to take necessary steps to implement the order “by suspending the ongoing activities in the area with immediate effect from the date of Monday, the 14th of July 2025.”
Land conflicts in Central Equatoria, especially in Juba city, have been going on for several years since the establishment of the government of South Sudan in 2005.
Members of the host community, the Bari, have been accusing inhabitants from other states of grabbing their land.
They also accused them of not following the legal procedures of acquiring land through the Central Equatoria state’s ministry of physical infrastructure.
On 11th August 2021, President Salva Kiir issued an order forming a committee to address issues of rampant informal settlement and land grabbing in Juba city and its environs.
The committee was mandated to map out areas affected by informal settlements and land grabbing in Juba City and Juba County, including estimates of populations, household members, and other related demographic data.
It is also tasked with ascertaining the causes of informal settlement and land grabbing in Juba County.
The order mandated the committee to summon and interview any person or persons, including community leaders, where it is appropriate to establish any information relating to the subject matter.
