
JUBA – The Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM) on Tuesday announced plans to investigate reported fresh ceasefire violations in Nasir County of South Sudan’s Upper Nile State.
The decision follows reports of renewed insecurity in the area, which raised concerns over compliance with the permanent ceasefire provisions of the 2018 peace deal.
CTSAMVM said an investigation team will be deployed to Nasir to verify the reported incidents, establish facts on the ground, and determine whether any of the parties to the peace agreement were involved in the alleged violations.
In his keynote address during the CTSAMVM technical committee in Juba on Tuesday, Maj. Gen. Teshome Anagawe Ayana, Chairperson of CTSAMVM, said an investigation team will be deployed to Nasir to verify the reported fresh incidents.
“MVT Malakal is scheduled to undertake a long dynamic air patrol to Nasir County this month to investigate reported ceasefire violations in the area,” Gen. Teshome said.
He said from 10 to 14 June, Monitoring and Verification Team (MVT) Malakal conducted a Long Dynamic Air Patrol to Ulang County, Upper Nile State, to investigate alleged attacks by SPLM/A-IO forces and White Army elements on Ulang County
He said this follows an alleged attack by SPLA-IO forces on SSPDF positions in February 2026, as well as earlier clashes in July 2025 involving the SSPDF, the White Army, and elements allegedly linked to the SPLM/A-IO.
According to him, the security situation across the country remains largely unchanged and unpredictable, with prevailing conditions continuing to hinder the full implementation of the permanent ceasefire.
He said the monitoring body reported two ceasefire violations in Unity State during June, raising concerns over the security situation in parts of the state.
“Today, we will consider two violation reports. The first violation report concerns aerial bombardment in civilian-populated areas of Panyijiar County, Unity State, which occurred on 23–24 June and 06 July 2025, as well as incidents in Pachenjock Payam and at Kotlier Checkpoint along the Nile River.”
He said the second reported violation involved alleged attacks by SPLM/A-IO forces and the White Army on Ulang County headquarters and SSPDF positions in Upper Nile State between 21 and 24 February 2026.
“These incidents represent only a fraction of the broader cases investigated by CTSAMVM. They nevertheless highlight the continued need for enhanced commitment to the Permanent Ceasefire and full compliance with the Revitalized Agreement by all Parties.”
He said sustained restraint, dialogue, and mutual trust remain essential to consolidating peace and advancing implementation of the 2018 peace deal.
“All Parties to the R-ARCSS to instruct their respective commanders to cease hostilities and prevent reprisal actions and ensure strict compliance with the Permanent Ceasefire and provisions for the protection of civilians,” he said.
“The Joint Defense Board (JDB) and relevant security institutions strengthen coordination and deploy adequate security measures along vulnerable areas and 7 key infrastructure corridors to enhance civilian protection, restore freedom of movement, and facilitate humanitarian access.”
