Commissioner Lowosio was killed on June 11 in Kesengor while undertaking what state authorities described as an official peace mission.
Speaking to journalists upon arrival in the capital, Lobong said the delegation had come to brief the national leadership on the circumstances surrounding the incident and submit the findings of the committee established by the state government.
“We are here to present to the leadership of our country, the Republic of South Sudan, the findings of the investigation committee that was tasked to establish the circumstances surrounding the assassination of the Commissioner of Kapoeta East County by elements from the Greater Pibor Administrative Area,” the governor said.
According to Lobong, the delegation intends to present the report directly to Kiir and relevant national institutions while seeking intervention to ensure those responsible are held accountable.
The governor alleged that the suspects behind the killing have already been identified and include individuals serving within the administration of the Greater Pibor Administrative Area.
“We are appealing to the National Government to assist in apprehending the suspects because they are known. Some of them are officials within the Greater Pibor Administrative Area administration. They are known by name, and some even admitted and apologised for the killing of the Commissioner,” Lobong said.
The killing has heightened tensions over the disputed status of Kesengor, an area claimed by both Eastern Equatoria State and the Greater Pibor Administrative Area. However, the governor stressed that territorial disagreements should not be used to justify violence against public officials.
“Whether Kesengor belongs to one side or another, no disagreement can justify the killing of a government official who was carrying out his duties in the interest of peace,” he said.
Lobong urged residents of Eastern Equatoria, particularly young people from the Toposa and Jie communities, to remain calm and allow the matter to be addressed through legal and institutional channels.
He also called for the protection of citizens from Greater Pibor who are living peacefully within Eastern Equatoria State, warning against retaliatory actions that could further inflame tensions.
“The State Government is presenting this case to the National Government, and we should await its response. I also appeal to the youth of Toposa and Jie to continue protecting citizens from the Greater Pibor Administrative Area who are living peacefully in Eastern Equatoria State,” he said.
The governor said the delegation’s mission is to ensure that South Sudan’s leadership receives the findings firsthand and takes the necessary measures to deliver justice for the slain commissioner.
He concluded by calling on all communities to uphold peace, unity, and the rule of law as the national government reviews the report and determines the next course of action regarding the deadly incident in Kesengor.
