Juba County orders suspension of ‘illegal’ boda-boda associations

Juba County Commissioner Samuel Emiliano Wani Pitia ordered the immediate suspension of all illegal, unregistered, and unauthorized boda boda associations operating in the county.

JUBA — The Juba County Commissioner in Central Equatoria State has ordered the suspension of boda-boda associations operating without proper authorization in the city, as authorities move to tighten regulation of the commercial motorcycle transport sector.

The directive targets associations that are allegedly operating without proper authorization or the structures recognized by local authorities.

The associations have been operating without proper authorization, collecting fees, registering riders, and issuing identification cards without approval from the relevant authorities.

Juba County Commissioner Samuel Emiliano Wani Pitia ordered the immediate suspension of all illegal, unregistered, and unauthorized boda boda associations operating in the county.

The directive is contained in Local Order No. 07/2026 and took effect on September 1.

The order follows a resolution by the Central Equatoria State Security Committee, prompted by concerns raised by the Juba County Security Committee over public order, security, and the activities of some boda-boda associations.

“All illegal, unregistered, and unauthorized Boda Boda associations, including their offices and branches, are directed to cease operations immediately,” the order partly read.

The order prohibited suspended associations from collecting fees, registering members, or issuing identification cards and permits in their names.

The directive warned that anyone found violating or obstructing its implementation will face action under the law.

“Any person or group found violating or obstructing its implementation shall be dealt with in accordance with applicable law.”

It instructed the security and law enforcement agencies to ensure compliance with the order.

The county has appealed to riders and association leaders to cooperate with authorities during the verification process.

“All Boda Boda riders, association leaders, and stakeholders are urged to remain calm, peaceful and law-abiding, and to cooperate with the authorities throughout the verification and regulation process,” the order states.

The move is intended to bring the sector under tighter regulation and distinguish legitimate associations from groups operating outside the law.

Many boda-boda riders have traditionally relied on associations for registration, identification, coordination, and representation.
