The changes were announced through two gubernatorial decrees issued on Wednesday, July 15, 2026, by the governor’s office.
In Gubernatorial Decree No. 13/2026, Governor Lobong ordered the indefinite suspension of Lokang Charles Italian from his position as Commissioner of Torit County.
“I, Louis Lobong Lojore, Governor of Eastern Equatoria State, do hereby issue this Gubernatorial Decree for the indefinite suspension of Hon. Lokang Charles Italian as Commissioner of Torit County,” the decree reads.
The governor cited powers granted to him under Republican Decree No. 51/2020, alongside Article 99, Sub-Article 2 (j) of the Transitional Constitution of Eastern Equatoria State, 2011, as the legal basis for the decision.
No reasons were provided in the decree for the suspension of the county commissioner.
In a separate Gubernatorial Decree No. 14/2026, Governor Lobong appointed Eddy William Ponsiano Boyle as the caretaker commissioner of Torit County, effective immediately.
“I, Louis Lobong Lojore, Governor of Eastern Equatoria State, do hereby issue this Gubernatorial Decree for the appointment of Hon. Eddy William Ponsiano Boyle as Caretaker Commissioner of Torit County,” the order stated.
Both decrees were signed and issued under the authority of the Governor of Eastern Equatoria State on July 15, 2026, and took effect on the date of their signature.
The appointment of a caretaker commissioner is expected to provide temporary leadership for Torit County as the state government manages the transition following the suspension of Lokang Charles Italian.
The governor’s office did not immediately provide further details regarding the circumstances surrounding the leadership changes or whether a substantive replacement for the suspended commissioner would be appointed later.
