Tut Riek Jikany, a member of the World Liberty Congress, issued a strongly worded statement following the recent appointment, in which he questioned the inclusion of individuals he linked to Sudan’s former ruling National Congress Party (NCP) in senior government positions.
In his remarks, Jikany alleged that “counterinsurgency rebels” associated with the NCP are now occupying some of the highest offices in South Sudan.
He named Presidential Advisor on National Security Affairs Tut Kew Gatluak, Vice President Hussein Abdelbagi Akol, and Unity State Governor Joseph Nguen Manytuil among those he accused of having such affiliations.
“This is not just politics—this is a complete betrayal of the spirit of liberation,” Jikany said, framing the appointments as part of a broader pattern that, in his view, undermines the sacrifices made during South Sudan’s struggle for independence.
He questioned the government’s priorities, arguing that individuals who “stood against its people” are being rewarded, while those who contributed to the liberation struggle are being sidelined.
Manytuil was sanctioned by the US Treasury in December 2023, along with Koch County Commissioner Koang Biel and Mayendit Commissioner Gatluak Nyang, for their alleged involvement in “systematic rape and other human rights violations” against women and girls in Leer County between February and April 2022.
The Governor has also been accused of ordering the summary execution of three rebel suspects from the South Sudan People’s Movement/Army, who were accused of killing Mayom County Commissioner and alleged brother to Tut Gatluak, James Chuol Gatluak, in August 2022.
“How does a country reward those who stood against its people, while those who sacrificed for independence are sidelined, ignored, or pushed out?” he asked. “What kind of message does this send to the next generation?”
Jikany further criticised what he described as a failure of leadership, concluding that the current political direction reflects “a system failing its people.”
His remarks come amid ongoing debates over political inclusivity, historical accountability, and the composition of South Sudan’s leadership as the country prepares for its anticipated general elections in December 2026.
