Ruweng Chief Administrator ‘impeached’ over security, corruption allegations

Ruweng Chief Administrator ‘impeached’ over security, corruption allegations

PARIENG – The Ruweng Administrative Area Legislative Council has impeached Chief Administrator Stepiano Wieu De Malek, accusing him of gross misconduct tied to rampant insecurity and widespread corruption in a contested decision awaiting endorsement by President Salva Kiir.

The decision, announced in a letter signed by Speaker Arop Kok Kiir, was revealed Tuesday. Wieu, who was appointed Chief Administrator on April 4, 2025, by a presidential decree from President Salva Kiir Mayardit, now faces removal from office after a tenure fraught with controversy.

The Legislative Council’s letter paints a grim picture of Wieu’s leadership, alleging a cascade of failures that have plunged Ruweng into deeper instability. The council accused Wieu of failing to curb the rampant insecurity that has gripped the region, with frequent killings of citizens casting a dark shadow over his administration.

A recent attack by armed youth from neighbouring Mayom County in Unity State, which claimed at least 29 lives, underscored the deteriorating security situation. The council further criticised Wieu for his inability to mobilise the region’s youth to join organised forces, a move they argue could have bolstered local security efforts.

Territorial disputes have also marred Wieu’s tenure, with the council pointing to his failure to address the encroachment of Unity State into Ruweng’s borders. Areas such as Miading and Miakuach have reportedly been occupied by the Unity State Government, with Wieu accused of standing idly by as these territorial losses unfolded.

This inaction, the council argued, has eroded Ruweng’s sovereignty and fueled tensions with neighbouring regions. Beyond security lapses, the council levelled severe allegations of financial misconduct against Wieu.

Wieu is accused of diverting 5% of the region’s oil revenue—a critical resource for the oil-rich Ruweng Administrative Area—to his account and that of Mary Ayen Mijok. Similarly, revenue from Personal Income Tax and Murram, a local resource, allegedly found its way into the same accounts, bypassing public coffers.

The council also accused Wieu of embezzling funds allocated by the national government, further stunting development in a region already grappling with economic challenges. Wieu’s strained relationship with the Legislative Council and other key institutions in Ruweng compounded these issues.

The council accused him of refusing to cooperate, creating a governance vacuum that hindered progress. Frustrated by these failures, the Legislative Council has called on President Salva Kiir Mayardit, through Vice President Benjamin Bol Mel, to swiftly implement the impeachment and appoint a new Chief Administrator.

They urged the president to select a “competent and loyal cadre” of the Sudan People’s Liberation Movement (SPLM) to restore stability and trust in the region’s leadership. The impeachment comes at a time when Ruweng, home to approximately 44,000 refugees, is grappling with significant challenges, including civil unrest and attacks on humanitarian aid workers.

Wieu’s brief tenure follows the dismissal of his predecessor, Tiob De Monyluak, in April 2025, after less than a year in office.

In an interview with Sudans Post, Wuor Kuel, the Press Secretary in the Office of the Chief Administrator in Ruweng Administrative Area, called the impeachment decision unilateral, adding that it was taken without parliamentary due process.

“When it comes to impeachment, there must be due process. The council sits down, sees the quorum, if the quorum is high enough, the sitting proceeds, but if it is not, the sitting will be adjourned,” he said.

“The Legislative Council did not sit at all. What happened was a personal decision, and it is not lawful by the way…it is baseless and all the claims made in the letter are not true,” Kuel added.
