KIGALI – Senior South Sudanese military and police officers, who are in Rwanda for training, were on Thursday told that armed forces play a key role in reconstruction of a post-conflict nation.
25 generals are undergoing a course on post-conflict peacebuilding, which started on Monday at Rwanda Peace Academy, in Musanze District.
The five-day course dubbed ‘Senior Leadership for Post-Conflict Peacebuilding and Reconstruction Course’ examines the efforts of peacebuilding and reconstruction of South Sudan, with an emphasis on the role of the military in ensuring sustainable peace.
The generals are in the country partly to learn from their counterparts the role they have played both in the aftermath of the 1994 Genocide against the Tutsi, beyond its core mandate of maintaining peace and security.
Major General (Rtd) Ambassador Frank Mugambage, Reserve Force Deputy Chief of Staff in charge of production told the generals how the Rwanda Defence Force has engaged in socio-economic development, beyond its responsibility of ensuring security and stability of the country
“In performing its role of nation-building, the RDF has been involved in various activities, including infrastructure development, agriculture and health services,” Mugambage said.
“Those activities are carried out in the context of civil-military cooperation, especially the annual RDF community outreach programme, known as the Army Week.”
He also noted that good leadership and national unity have been crucial elements in Rwanda’s reconstruction journey.
The Integrated Development Programme (IDP) model village is one of the initiatives in which the Reserve Force plays a major role and the initiative has transformed thousands of lives, he said.
One of the South Sudanese generals said that learning from Rwanda’s post-1994 experience gives them an opportunity to see what can be done in their country.
“Our contexts are different, but there are many things we can learn from Rwanda: For example, how the Reserve Force are working with different ministries to contribute to the socio-economic development of the country, and many more projects,” said Major General Juac Nathan Garang, acting Chief of Administration and Personnel in the South Sudan People’s Defence Force.
The Senior Leadership for Post-Conflict Peacebuilding and Reconstruction Course is being held under the banner of the United Nations Institute for Training and Research (UNITAR) and the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) in partnership with Rwanda Peace Academy.
The approach is highly lauded inasmuch as sharpening the ability of the army officers to take part in nation building after the conflict has far reaching advantages. Transforming the army through tailored capacity building sessions is supposedly undertaken right away after the realization of the peace deal. Keeping the army engage in socioeconomic activities helps encourage other sectors to double up efforts, and strengthen their conviction to contribute in their own capacity to advance nation’s bid.

Since when is the army been at a distance with their country? However, the armies are always kept as the last ‘the resorts’ by their people and governments to intervene in case of external aggression.
Here in South Sudan, we have better ardent army and the people who don’t give a damn about *the US, the UK, their cloned so-called Arab North Sudan, the Abeshas (so-called ethiopians) prostitutes, some of their Bantuses, their UN, their UN, their UNMISS of Indians, Pakistanis, Nepalese, Bangladeshis, Sri Lankans, Nigerians or Ghaniaans mercenaries*.
The most glaring vexing here in South Sudan is. Our country is fools of fools who love to call themselves South Sudanese during the day and then go and play card with their foreign masters during the night.
Paul Kagame of Rwanda is a terrorist, he was part of the 1994 genocide in Rwanda. He used to send some his militias to Democratic republic of Congo (D.R.C—-the Zaire), Mr. Museveni of Uganda is not far behind, he is our best ally though.

In Kigali, it is pretty much very clean. but go to countryside and you find how the Rwandan live, poorer than the South Sudanese people. Any country is free to chose what an alliance she can join. Rwanda, Burundi, Tanzania, Namibia, Togo in West Africa were once colonized by the ‘Germans during the European Berlin conference’. Uganda, Kenya, Malawi, Zambia, Zimbabwe, Lesotho, South Africa, Ghana, Gambia and Nigeria, in west Africa. Were colonized by the British (the UK).
All Congos of ‘Kinshasa and Brazzaville’ were once colonized by ‘Belgium’. Angola and Mozambique were colonized by Portuguese, even port Jesus in Mombasa Kenya, was named by them. They went and colonized Macau in China, East Timor or Timor leste and Brazil in South America.
The Portuguese were very daring and were good at navigation ages ago. Some of us here in South Sudan ‘sold out people to Portuguese criminals through Congo to Americas, they are the African Brazilians or African Americans; they want to come home to their country.
