South Sudan Land Policy to be passes after budget debate, say official

Speaking at a press conference in Juba, Undersecretary of the Ministry of Land, Kwot emphasized the government's commitment to land reform and legal clarity, noting that the policy is a top priority once the budget process concludes.

JUBA — South Sudan’s Undersecretary for the Ministry of Land, Housing, and Urban Development, Louis Kwot, said on Monday the long-awaited national land policy would be passed after the 2025–2026 fiscal budget is finalized.

Speaking at a press conference in Juba, Undersecretary of the Ministry of Land, Kwot emphasized the government’s commitment to land reform and legal clarity, noting that the policy is a top priority once the budget process concludes.

“The land policy is already completed, particularly at the executive level, and has been passed by the Council of Ministers since last year. It is now in Parliament awaiting the last two readings, the third and the fourth,” Kwot said.

He stated that Parliament will pass the land policy immediately after finalizing the 2025-2026 fiscal national budget.

Kwot revealed that the land registry, now under the judiciary of South Sudan, has been transferred to the Ministry of Land, Housing, and Urban Development by cabinet resolution.

He said the ministry is working to provide an enabling environment for sustainable urban development, housing, and housing infrastructure, particularly in urban areas across South Sudan.

“We are looking into various scenarios for resolving land issues in the country. It is also a priority for the leadership to ensure these land issues are addressed. This led the President of the Republic to form a committee to investigate informal settlements and land-grabbing,” he said.

For her part, Malanga Suleiman, the operations manager for Smart Properties Limited, stated that their company seeks to provide fully furnished and secure apartments, adding that their vision is to be a provider of superior real estate while guaranteeing exquisite comfort to their clients.

“We need to inform the public that we will have international investors coming in to showcase their products and what they aim to achieve. We will also have government organizations showcasing what they are doing for this country,” said Suleiman.

“Our mission is to deliver exceptional and innovative living solutions and luxury real estate management services that maximize value for our clients. Our core values are built on professionalism, accountability, integrity, and innovation,” Suleiman added.
