South Sudan Revenue Authority collects SSP 138 billion in 15 days

Aguot said the division had recently recorded improvements in revenue collection, although he cited operational challenges affecting its work, including inadequate transport for taxpayer visits, shortage of computers, and limited cooperation from state and administrative area authorities.

JUBA—The South Sudan Revenue Authority says its Domestic Tax Revenue Division collected SSP 138 billion during the first 15 days of October 2026, as the authority steps up efforts to expand taxpayer registration and improve compliance.

Angelo Aguot, acting commissioner for Domestic Tax Revenue said the division has recently recorded improvements in revenue collection, although he cited operational challenges affecting its work, including inadequate transport for taxpayer visits, shortage of computers, and limited cooperation from state and administrative area authorities.

“It has not been easy. We have been facing many challenges, but we have been working to improve revenue collection. Domestic tax revenue performance has been monitored for almost two months, and we have recently seen improvements. In the first 15 days of October, our revenue collection increased, and we collected SSP 138 billion. This is one of the division’s achievements,” Aguot said.

Aguot announced the figures during a visit by Commissioner General Rizig Dominic Samuel to the division in Juba on Tuesday.

The statement by the revenue authority does not clarify whether the SSP 138 billion figure represents payments received, tax assessments, or another measure of collections.

Aguot, however, reported several challenges facing the division, including inadequate transport, as it needs vehicles to facilitate taxpayer visits and enable staff to reach businesses that do not comply with tax requirements.

He also reported shortages of computers across the division’s five tax centres, saying additional equipment would improve operational efficiency and support revenue collection.

The division has 2,490 employees, including 139 recruits who have not yet been deployed to its offices, Aguot said. He further cited limited cooperation from state and administrative area authorities as a challenge to improving tax compliance.

Responding to the concerns, Commissioner General Rizig Dominic Samuel commended the Domestic Tax Revenue Division for its contribution to the authority’s revenue mobilization, saying it accounts for more than 80 percent of total revenue collections.

“Domestic tax is the foundation of our success at the South Sudan Revenue Authority. More than 80 percent of our revenue is collected by this division, and I know that doing so is not easy,” he said.

Samuel, who was appointed commissioner general by President Salva Kiir Mayardit on September 22, said he had listened to staff concerns and urged employees to work together to improve collections and address malpractice.

“I heard their challenges, and I also gave them the little advice I have. I requested that, from now on, we move forward together as a family. Our goals are to increase revenue for our country and work hard to eliminate all malpractice,” he said.

He also called for expanded taxpayer registration across the country, saying a broader tax base would help improve compliance and strengthen domestic revenue mobilisation.

South Sudan has been seeking to increase non-oil revenue to complement oil income, which remains a major source of government revenue. Recently, oil exports have faced disruptions linked to conflict in neighbouring Sudan, highlighting the importance of strengthening domestic revenue collection.

Last month, the SSRA urged taxpayers to fulfill their obligations and warned that those who failed to comply could face legal action.

The latest reported figures come as it seeks to widen the tax base, improve compliance, and address operational challenges affecting its collection efforts.
