The resolutions were adopted on Thursday during the Council of Ministers’ Regular Sitting No. 01/2026, chaired by Governor Lt. Gen. James Koang Chuol Ranley in the state capital.
According to a statement issued by the Office of the Governor, the cabinet reviewed and deliberated on key resolutions carried over from 2025 before unanimously approving them.
Among the major decisions was the reduction of technical advisers from 17 to seven, a move that appears aimed at streamlining the state administration. The cabinet also endorsed a proposal to change the Upper Nile State logo and approved the 2026 State Development Agenda.
“The Council reviewed and deliberated on key resolutions of last year 2025,” the governor’s office said, adding that “the Cabinet passed all the resolutions.”
In a separate directive, Governor Koang ordered all members of his cabinet who are currently in the national capital, Juba, to report back to Malakal “with immediate effect.”
The order signals the governor’s intention to have his ministers return to the state as the administration moves to implement its newly approved priorities, including the 2026 development agenda.
The statement did not specify why several ministers were still in Juba or provide a deadline beyond the instruction that they return immediately.
The cabinet meeting marked the first regular sitting of the Upper Nile State Council of Ministers for 2026 and focused on setting administrative and development priorities for the year.
