Subject: DEMAND ON IMMEDIATE IMPLEMENTATION OF UNIFIED HUMAN RESOURCES POLICY MANUAL 2020

Dear Sirs,

Refers to the JOCs staff meetings held on 24th August 2021 & Special sitting of the JOCs general Assemblies conducted on 25th August 2021 to evaluate Partners delay in implementation of the New Unified Policy Manual 2021.

Reference to the above, JOCs National staff regret partners position in resisting the implementation of this policy Manual. The luck of willingness shown by the partners has attributed to the delay of the payment of August 2021 salary in all the JOCs as foreign secondees refused to sign the payroll.

Despite several call from the National staff in all JOCs for their management to effect the implementation of the policy. However, the recent letter issued by the foreign partners on 23rd August 2021 demonstrate their unwillingness to improve the welfare of the national workforce & secondly, it undermines the sovereignty of our nation South Sudan.

Premised to the above, the National staff in JOCs draw the below resolutions as part of their meetings held:

  1. Resolved and condemn in a strongest term possible partners letter issued on 23rd August 2021 with intention to give amicable way forward for the implementation of the new Unified Human Resources Policy Manual 2020.
  2. Reject Partners direction to effect payment of August 2021 using old Human Resources Policy Manual.
  3. Condemn JOCs delay of the August 2021 Salary/wages which has gravely affected the families and the employee dependents.

In leu of the above, the National staff in the three JOCs (DPOC, GPOC & SPOC) will go for Industrial strike with effect from 26th August 2021 at 00:00 midnight and to continue for three days as stipulated in South Sudan Labor Act 2017 Act 64. Such Industrial action may role for indefinite period if the grievances are not address.

Further to the above, JOCs National staff trust & retaliate their good working relationship with JOCs management & looks for a peaceful and amicable way forward in addressing these critical matters related to the staff.

Regards,
