JUBA — South Sudan’s President Salva Kiir Mayardit on Wednesday swore in Emmanuel Primo Okello as the new governor of Western Bahr el Ghazal State, despite ongoing opposition from a local military commander.
Okello, appointed last week, replaces Sarah Cleto, who was appointed to the position in July 2020 as part of a power-sharing arrangement provided for in the revitalized peace agreement, allowing the main armed opposition SPLM-IO to nominate a governor for Western Bahr el Ghazal.
The appointment comes amidst an ongoing disagreement within the group, also known in full as the Sudan People’s Liberation Movement-In Opposition, over Cleto’s removal.
Major General Majok Thalwa Thalwa, commander of the SPLA-IO’s 4th Brigade in Western Bahr el Ghazal, has instructed his forces not to allow the new governor to enter the Jur River region.
Despite this opposition, Kiir proceeded with the inauguration, which also included the swearing-in of Bech George as the new deputy finance minister.
According to the presidency, Kiir emphasized the importance of achieving lasting peace ahead of the national elections scheduled for two years from now. He urged all leaders to work towards a sustainable peace process and ensure a smooth electoral process, the presidency said in a statement following the function.
The newly appointed deputy finance minister pledged to work diligently and promote national development.
The swearing-in ceremony of the two officials, both of whom are members of the SPLM-IO, administered by Chief Justice Chan Reec Madut, was attended by senior government officials who encouraged the new leaders to prioritize unity among communities.
