Kiir says peace deal ‘very complicated and difficult to implement’

JUBA — South Sudan President Salva Kiir Mayardit has addressed concerns over the parties’ lack of political will to implement the revitalized peace agreement saying the 2018 pact that ended the seven-year-old conflict in 2020 is very complicated and is difficult to implement.

There has been a growing international impatience over the slow pace of the peace agreement with parties only making progress in Chapter one of the agreement which focus on issues of governance and power sharing between the parties.

Key provisions of the peace deal such as the formation of the unified forces hasn’t been completed with Kiir’s ruling SPLM faction reiterating several times that there are no guns for graduation of the unified forces which it blames on a United Nations arms embargo.

World powers such as the United States have recently stated that South Sudan has more guns to graduate the forces and does not need more weapons which it said can end up being used against civilians.

Speaking during the opening session of the workshop on permanent constitution-making process in Juba on Wednesday, Kiir stated that the revitalized peace agreement is very complicated and difficult to implement claiming that it wasn’t designed to be implemented by the mediators.

“The Revitalized Agreement for Resolution of Conflict in South Sudan is very complicated and difficult to implement. It’s implementation requires us to routinely solve problems along the way,” the South Sudanese head of state said.

“Unfortunately that delay is being misunderstood by our partners and interpret it as a lack of political will from our part,” he added.

He further added that “I have been saying this that the people who designed the agreement did not intend it to led it be implemented even if it was to be given to them, I believe it cannot be implemented.”

    Well, Mr. President Salva Kiir Mayardit, it is good that you have come to realization what the Jieng Elders of council were saying. There is no country on earth that to sanction not to arming soldiers who will defend country like South Sudan. We do know there are many guns under bad guys but the embargo sanction have not stop killing in South Sudan this is fact, the UN security council need to put that in their minds. Right now, the civilians youths are still buying from the neighbors countries and the rebels also are buying guns outside Africa and they brought it to South Sudan to killed innocent people but they UN security council have not sanction these rebels so the Idea of arms embargo sanction is to punish people of South Sudan and weaken the young nation and that is all.

    it is true South Sudan does not deserve to have guns because the government and Militias who so called DUk-Kibeny are terrorizing South Sudanese on ethnic bases. if the guns are given to government which mean that they will finish civilians. what we need peace. we do not have any neighboring Country who fight with South Sudan. UN security councils should continue sanctioning the government because they are not for the people of South Sudan but they are for themselves.
    I do not see any difficult thing in these context of peace , the problems are the rulers of this beloved Country South Sudan.

    Get your senses chap. If the peace implementation is very difficult to implement, then who do you life thinks, will bring peace?
    South Sudanese people are tired of you low online criminals.

      Stupid person can not understand a simple thing likewise, I am saying the youths in South Sudan are killing each other and the rebels also are killing innocent people so will the sanction on South Sudan stop killing? The arms embargo sanction have not achieved anything even make it worse.

    Kiir once talked about the complication of the peace agreement in 2016, a speech followed by relapse of war in August that year. If he again uttered in brought day lights that the peace was designed not to be implemented, what does that mean?? # War, right? We all know South Sudan is home of uncountable AK47, RPG, PKM and other missiles, artilleries or whatever ammunition. So delay in graduation of the unified force has no connection with weaponry nor sanction, but surely a lack of political will from Kiir’s government, and if Juba govt walk that very same path, More sanction will certainly follows..

    i known from day one when the peace agreement was signed by the two leaders, that there is no political will to implement the peace and the unification of forces from the both parties. the issue of sanction for arms embargo is not a big deal because still south Sudan government are imported the weapons from outsider to the country, but why not providing the unified forces with those weapons or government can carryout the guns disarmament from civilians. the people of south Sudan are tired of war, people are looking for peace, stability and free movement.

    The peace deal is only for two parts which was signed leaving the out other parts how do you expect peace to come since the war is now country wide.thw only thing kiir is so illiterate if you know is very complicated y do you sign??? And how do you signed a document with out analysing the contents,just leave the presidentship to people who are capable.who do entertain advice from so-called JCE (one tribe).we are here suffering in exile while we have land and resources, how do you feel if your ruling only few people while the majority are in exile.
