Land grabbing and dispute over plots, and its subsequent violence are common problems in Central Equatoria State.
“I urge this august house to constitute a Standing Specialized Committee on land comprising of Hon. Members who are well-verse in land issues so that the house enacts sound legislation to regulate the land acquisition and use to meet the aspirations of our people,” Anthony said during the swearing-in of lawmakers in Juba yesterday.
Anthony said the land grabbing in capital Juba remains a major challenge to state government.
“Regarding the continued and rampant cases of land grabbing perpetrated by some untruly and lawless individuals and groups of people particularly in Juba County and City Council, I am particularly drawing your attention to large-scale illegal land acquisition and us,” Anthony said.
Anthony urged lawmakers to enact laws to regulate allocation and use of land in Juba County.
“There is huge threat of land malpractice looming throughout our state and especially in Juba City and Juba County,” he said.
He disclosed that several incidents of clashes had occurred while addressing the existing land malpractices in the state.
“The threat is all about land grabbing as intensified by perpetrators who grab lands from disadvantage people for personal business or commercial purposes, hence contributed to insecurity,” he said.
On 11th August 2021, President Salva Kiir issued an order forming a committee to address issues of rampant informal settlement and land grabbing in Juba city and its environs.
The 12-member committee is co-chaired by Michael Chanjiek, national minister of lands, housing and Urban Development and Emmanuel Adil Anthony, Governor of Central Equatoria.
The Committee is mandated to map out areas affected by informal settlements and land grabbing in Juba City and Juba County, including estimates of populations, household members, and other related demographic data.
It is also tasked with ascertaining the causes of informal settlement and land grabbing in Juba County.
The order mandated the committee to summon and interview any person or persons including community leaders where it is a appropriate to establish any information relating to subject matter.
South Sudan transitional constitution states that the land belongs to the people but the government remains the custodian.
