Malong, Pagan name delegates to CTSAMVM as parties recommit to Rome initiative

South Sudan opposition leaders Gen. Paul Malong Awan and Pagan Amum Okiech have named delegates to represent their groups in the Ceasefire and Transitional Security Arrangements, Monitoring and Verification Mechanism (CTSAMVM) in Juba, according to a communiqué issued on Thursday in Rome, Italy.

JUBA – South Sudan opposition leaders Gen. Paul Malong Awan and Pagan Amum Okiech have named delegates to represent their groups in the Ceasefire and Transitional Security Arrangements, Monitoring and Verification Mechanism (CTSAMVM) in Juba, according to a communiqué issued on Thursday in Rome, Italy.

Malong and Pagan are co-chairs of the South Sudan Opposition Movement Alliance (SSOMA), the opposition alliance faction comprising the South Sudan United Front (SSUF) and the Real-SPLM led by Malong and Pagan respectively.

According to a communiqué signed in Rome following a 10-induction course in Italy by representatives of the transitional government and the holdout opposition groups, the parties “acknowledged that, in accordance to paragraph 8.1 of the Rome Resolution, the SSOMA national monitors shall be represented in CTSAMVM structure, and shall be entitled to all privileges and immunities accorded to CTSAMVM members in accordance with its Status of Mission Agreement (SOMA) of May 2014.”

The communiqué also said that the “parties shall implement CoHA in full and in good faith, and shall ensure that all armed forces and its affiliates under its command and control at all times observe the CoHA, particularly the provisions of prohibited acts.”

The communiqué said the holdout groups making up SSOMA “undertakes to fully cooperate with CTSAMVM, and in furtherance of this cooperation, Real SPLM and SSUF/A SSOMA parties have designated Major General Aloung Otor and Maj Gen Dickson Gatluak Jock Nyuot Buoy respectively for their contact people with CTSAMVM leadership.”

It states that the “parties agree that SSOMA shall start the deployment of its representatives into the CTSAMVM structures by August 15th, 2022. CTSAMVM and IGAD shall facilitate the deployment processes and the Community of Sant’Egidio shall accompany the implementation of the whole process.”

They also agreed to “disseminate the CoHA, sensitize and train all their forces and affiliates under their command and control to ensure full compliance, and undertake to hold their forces accountable for any violations.”

“CTSAMVM will provide for the SSOMA, Real SPLM and SSUF/A forces the following resources once they are fully deployed into the CTSAMVM structures: transport, allowance, accommodation, communication, and health insurance.

“SSOMA Real SPLM and SSUF/A shall declare size and the location of their forces to CTSAMVM before August 1, 2022. The RTGONU shall ensure security assurance to SSOMA Real SPLM and SSUF/A representatives to CTSAMVM.”
