JUBA — South Sudan’s government on Sunday evening signed a peace agreement with holdout commanders, General Simon Gatwech Dual and General Johnson Olony Thabo to end the conflict in northern Upper Nile state.
General Gatwech is the leader of the Sudan People’s Liberation Movement in Opposition (SPLM-IO) Kitgwang faction, and is deputised by General Johnson Olony who is the commander of Agwelek forces.
The two men signed the two separate agreements despite all of them being chairman and deputy chairman, respectively, of the SPLM-IO/SPLA-IO Kitgwang faction.
In his agreement with the government, Gatwech agreed with Kiir to maintain ceasefire. It is also agreed that “the President of the Republic shall issue an amnesty to the forces and leadership of the SPLM/A-IO Kitgwang as previously done on August 8, 2018.
The agreement also provides for the establishment of coordination offices in Jonglei state’s capital Bor and Upper Nile’s capital Malakal to enable for the reintegration of the forces into the South Sudan People’s Defense Forces (SSPDF).
For his part, Olony agreed with the government to maintain the borders of Shilluk land as they stood on January 1, 1956 and to also maintain a separate force until when preparations and arrangements are completed to reintegrate them into the South Sudan People’s Defense Forces.
