South Sudan parliament passes federal affairs ministry strategic plan

South Sudan’s reconstituted Transitional National Legislative Assembly on Monday passed the Ministry of Federal Affairs policy framework and strategic plan for 2022-2025.

JUBA, MAY 22, 2023 (SUDANS POST) – South Sudan’s reconstituted Transitional National Legislative Assembly on Monday passed the Ministry of Federal Affairs policy framework and strategic plan for 2022-2025.

The policy framework presented to the assembly by the Chairperson of the Standing Specialized Committee on Federal Affairs Malek Cook-Dwach aimed to guide the ministry in initiating and adopting the Federal System of governance into the permanent constitution.

John Agany Deng, spokesperson of the assembly said the policy framework will set out parameters of the implementation of the Federal System and guides the three levels of government to align their policies and programs related to the devolution of powers and resources to each level.

“The policy framework has already been discussed and it was passed unanimously by the house so that the Ministry of Federal Affairs will continue to plan for its ministry and the tasked that have been assigned to it by the agreement,” said Deng during an assembly session on Monday.

The policy will provide strategic direction in allocating resources to attain the strategic goals of the Ministry of Federal Affairs, he said.

The lawmaker added that the plan will help the Ministry of Federal System to enrich le bills for a permanent constitution.

“It will be followed by constitution amendment and constitution-making which is going to be a key issue or item to be discussed in the following few months.”

He called on the Ministries to table their policy framework before the parliament.

“The Ministry of Federal Affairs is now having a policy framework and, in this regard, we are also urging all the ministries to bring their policy framework because that policy framework is the one tasking the ministry to execute its duties,” he said.
