Machar’s group forcefully recruiting civilians as it suffers defections – peace monitors

South Sudan main opposition armed group, Sudan People’s Liberation Army-in Opposition (SPLA-IO), led by First Vice President Dr. Riek Machar Teny has been forcefully recruiting civilians across the country amid 2018 peace deal, according to a South Sudan peace-monitoring body.

JUBA – South Sudan’s main armed opposition Sudan People’s Liberation Army-in Opposition (SPLA-IO), led by First Vice President Dr. Riek Machar Teny, has been forcefully recruiting civilians across the country as it continue to suffers from defections among its top generals commanding thousands of forces, according to the head of a peace-monitoring body.

Major Gen. Charles Tai Gituai, Interim Chairperson of Reconstituted Joint Monitoring and Evaluation Commission (R-JMEC), said the SPLA-IO under First Vice President Machar had recruited a lot of civilians between October and December 2021.

“[There has been] forceful recruitment of civilians by the Sudan People’s Liberation Army-in Opposition (SPLA-IO) between October and December 2021,” Gen. Gituai said during R-JMEC monthly meeting in Juba on Thursday.

Gituai said peace-monitoring body has received four verified violation which including attack, rape and abduction of civilians by rebel forces belonging to the holdout National Salvation Front (NAS) led by Gen. Thomas Cirilo Swaka .

“I received four verified violations report from CTSAMVM [Ceasefire & Transitional Security Arrangements Monitoring & Verification Mechanism] this month which include attack, rape and abduction of civilians in August 2021 attributed to National Salvation Front (NAS),” Gituai said.

Gituai said there have also been reports of killing and detention of civilians during clashes between South Sudan People’s Defense Force (SSPDF) and National Salvation Front (NAS) in September last year in Central Equatoria state.

“There were attacks on SSPDF barracks by NAS forces in November 2021. Consequently, I have since written to the chiefs of Defense Forces of SSPDF, SPLA-IO and NAS to remind them of their responsibility and urged them to take action against perpetrators,” he said.

The R-JMEC Chief urged parties to observe and work within the parameters of the 2018 peace deal to restore stability in African youngest nation.

    IGAD leaders must brought general Thomas Cirillo Swaka to book if they wanted East Africa countries to have peace, good security and good development. General Thomas Cirillo Swaka joined SPLA on June 1992 when the SPLA attacked Juba’s city. He has no reason for fighting against government because he was part of the government when the war break out in 2013.

    The so called generals in South Sudan are creating rebellion so that, they will be benefiting from suffering innocent people unfortunately, IGAD leaders are not able to gets those generals and jail them. Thomas Cirillo is in Ethiopia Addis Ababa hotel and he has base in Uganda. He brought weapons to Uganda through South Sudan. He should be arrested if the East Africa leaders were serious about peace in Africa. Ethiopian government are hosting South Sudan rebel while, they are crying and begging Middle East countries to help them supplies drones and weapons against Tigrayan rebels. Why they hosted South Sudanese rebel leader in her country Ethiopia if they are for peaceful with neighbors countries? I think South Sudan need to withdraw their membership from IGAD because Uganda and Ethiopia are allowed rebels to be in their countries.
