When there is a National Security Service in the country , then tgere is no National Security for the population. Only secret disappearances, extrajudicial killings. All preventing free speach and, well, national security.
If South Sudan government led by Kiir understand their role, no nation shall be run like Hawk and Rabbit. I didn’t know the old system are hard to rid off to make thing better, and insecure Kiir can flank himself with private military personnel called Tiger and while using the NSS to cause the disappearance of innocent civilians. Who then protect the civilians who became the scapegoats of Kiir failed leadership. The issue is inability to understand what is a nation and it important to the citizens.
