In the presidential decree readout on the state-own South Sudan Broadcasting Corporation (SSBC), President Kiir cited his powers provided for in the national revenue authority act of 2016 and stated that Mugoya’s contract had ended.
A Tanzanian national, Mugoya was appointed in October 2020 to the position and is praised by the public for making important reforms.
In a separate decree, Kiir named Athian Ding Athian, former minister of finance and planning, as the new Commissioner-General of National Revenue Authority.
By law, the position shall be publicized and filled through a competitive process with the final candidate being recommended – by the finance minister – for appointment by the president.
It remains unclear if this process dictated by the law was followed.
The NRA was established in 2018 with a mandate to reduce dependency on oil revenues and strengthen the non-oil revenue sector.
