In a statement extended to Sudans Post, the Center for Peace and Advocacy (CPA) said they made the call in the backdrop of the South Sudan government meeting with the International Monetary Fund (IMF).
“The Center for Peace and Advocacy (CPA) has called on Revitalized Transitional Government of National Unity (RTGoNU) to carry out radical reforms and transformations of public financial management systems to ensure transparency and accountability in the country,” the CPA in the statement.
“This call came after, civil leaders held a strategic meeting with officials from the International Monetary Fund (IMF) and World Bank on November 16th, 2021 at Pyramid Hotel in Juba,” they added in the statement.
The advocacy group’s Executive Director, Ter Manyang Gatwech, the only way for South Sudan to recuperate economy is to have a strong system in place that will ensure prudent, transparent, and accountable management of national wealth and resources to build the nation and promote the welfare of the people.
“The Center for Peace and Advocacy (CPA) is deeply concerned about the relaxation members of RTGoNU on the public and financial reforms that stippled in the R-ARCSS. South Sudan is operating without a budget since the parliament is in place. This is a worrying situation for the members of the general public,” the statement stressed.
“The RTGoNU shall ensure that government finances are managed responsibly and that budget execution is enforced in accordance with the law. Debts, arrears, and payments will be audited, fully accounted for, responsibly managed, and controlled. New debt and payables well are issued and undertaken in an open, transparent, and responsible fashion and shall be contracted strictly in accordance with the law,” it added.
It said the government should reform “South Sudan’s existing economic and public sector financial management institutions, to ensure that public financial management of oil and non-oil revenues, the exchange rate, budgetary processes, procurement, management of payroll, public concessions, borrowing, debt, and regulatory agencies are effective, transparent and accountable, free from corruption, compliant with international best practices and the laws of the Republic of South Sudan, and that resources are properly allowed and used for the benefits of the people of South Sudan (article 4.14.10).”
“All revenues, expenditures, deficits, and debts of the RTGoNU shall be accounted for and the information shall be made accessible to the public domain. An annual report which details the RTGoNU financial activities shall be required by the Transitional National Legislative Assembly. CPA is wondering whether the RTGoNU is following the R-ARCSS in letter and spirit. This R-ARCSS is better than nothing in this country.”
“Kiir told to reform public finance management system”
Mr. Salva Kiir doesn’t has anything to do with public finances. His problem and advisors is to always change officials at the ministry of finance and treasury at whim, and replace them with lowly educated low lives. To Mr. Salva Kiir, his allies and the South Sudanese people credit. They have done well. But this is not enough. Right South Sudan independence in 2011, Mr. Salva Kiir took all his ‘entire Cabinet ministers to and asked the US investors to come and invest in South Sudan. that the ‘war was over and South Sudanese people, would want to developed own country and investors. The US investors went and told Mr. Salva Kiir, that their no ‘infrastructures in South Sudan for the US investors to come and invest in them’ that was/is precisely true up to day.
But Mr. Salva Kiir and his allies came and asked China people to come and invest in South Sudan, and the Chinese agreed, the US and her allies went berserk, South Sudan became a red China overnight, a communist and socialist country threatening *the so-called Western civilization and capitalism on the Nile Valleys and plains and must be destroyed* and there were no way but used usual puppets/stooges, thieves, traitors and secret societies of Mr. Riek Machar, Aduok Nyabe, Lam Akol (he was not inflicted on 15/12/2013 foiled coup attempt, but we later found he was deep in the ‘mire’, their new recruits of *Rebecca Nyandeng, Pagan Amum, went to Colorado, US, to go and asked the US army for weapons. Good luck to him and their US of America army, Even former governor Western Equatoria, Mr. Joseph Bakosoro. went to Atlanta , Georgia, US, after he was sacked. he had not killed any innocent South Sudanese people.
Mr. Lam Akol, after he was let go in 2015, he went to Nairobi Kenya and went and formed *another party, after his then SPLM-DC, he just left in Juba, South Sudan and ran to Kiirtoum (Khartoum) to join his his Riek Machar *Seamus twin*.
