Open letter to President Salva Kiir over the representation of Ajak Kuac Payam in R-TGONU

"Ajak Kuac Payam of Twic County in the previous years remained without any representative in both the Council of States and National Assembly of South Sudan which form the Parliament of our nation."

Your excellency, The president of the Republic of South Sudan!

OPINION – It is my great honor and privilege to write this important letter to your excellency attention on behalf of my fellow comrades in SPLM from Ajak Kuac Payam of Twic County-Warrap State,  in regard to the recent appointment of members of the Reconstituted Transitional National Assembly as announced in state owned television, SSBC on  Monday, 10th- May-2021  for the appointment of the members of the Reconstituted Transitional National Assembly .

Your Excellency, The President and the Chairman of SPLM.

As a member of mighty political party,  the SPLM under your able leadership and in indeed at my capacity as a young  comrade and a concerned SPLM member  from Ajak Kuac Payam of Twic County in Warrap State,  it is my duly obligation to bring into your excellency attention ,  the vibrant case of Ajak Kuac area whose representation at all levels of governments has been zero throughout all transitional periods since the then Government of Southern Sudan( GoSS) to the current Revitalized Transitional Government of National Unity( R-TGoNU included) .

Your Excellency, The President of the Republic and the Chairman of SPLM!

People of Ajak Kuac Payam are among the most resilient and peaceful communities in South Sudan.

Ajak Kuac Payam of Twic County in Warrap State borders Abyei to the north of it  , Abiemnom of  Ruweng  to the north-east and Mayom of Unity State to its east. The geographical placement of the area to the far east of Twic County amounts significantly to the echoes for representation of the area by SPLM members in National Parliament.

Among the fifteen (15) appointed Members of the Reconstituted Transitional National Assembly who hail from Twic County of Warrap State,  Ajak Kuac Payam had no member appointed on SPLM ticket, nor the Opposition Parties tickets; this only measures the loyalty of Ajak Kuac People to their liberation movement, the SPLM.

Ajak Kuac Payam of Twic County in the previous years remained without any representative in both the Council of States and National Assembly of South Sudan which form the Parliament of our nation, the Republic of South Sudan and as here under:

1- Year 2005-2010, Government of Southern Sudan (GoSS) for an interim period before the secession of South Sudan from the Sudan of north.

During these periods,  Ajak Kuac Payam    was not represented in the then Government of Southern Sudan ( Goss) as arrangements for the government were only  made by the then Government of Southern Sudan ( GoSS) which was busy with the implementation of protocols of the  Comprehensive Peace Agreement ( CPA) and did not take a full scale government having geographical constituencies of elections,  an autonomous government from the Government of Sudan founded on 2005 Comprehensive Peace Agreement(CPA) of Sudan.

2- Year  2010-2015 , Transitional Government of  South Sudan (2011 included) and subsequently extended till 2018 Transitional Government of National Unity ( TGoNU)  due to wars and which was founded on 2016 Agreement on the Resolution of Conflict in the Republic of South Sudan (ARCISS) .

While in 2008 general census of the Sudan conducted and carried out by the  authorities tasked to register the people in Southern Sudan  and particularly in Warrap State , and 2010 General Elections of Sudan ; both did not recognize the rights of the people of Ajak Kuac Payam in Twic County of Warrap,  the authorities concerned in Warrap State for registration  of people at those days opted to divide the area into two different constituencies for the reasons best known to them with one annexed to Aweng Payam at the south and the other part annexed to Rum-amer under Abyei Administrative Area at the north without clear justifications from the authorities. This act of denial had blocked the people of Ajak Kuac Payam from participating in the elections conducted in 2010, making the area to have no son or daughter representing them in the government.

The rights of the people of Ajak Kuac Payam  who had contributed positively during both Anya- Nya One and SPLM/A   liberation movements,   which they struggled and fought hard for the liberation of Southern Sudanese from the successive Khartoum oppressive and Islamic regimes was robbed under pretext of low population in the area,  a claim which was washed away in the huge turnout of the people of Ajak Kuac  registered at  Referendum Centres, making Ajak Kuac Payam as one of the leading areas for separation during voting in referendum,  which led to the heroic achievement of self-determination of Southern Sudanese  as for the birth of  the Republic of South Sudan on 9th July 2011 .

All attempt at these levels made by the community of Ajak Kuac Payam and members of SPLM from the area to regain full constituency yielded no positive results and remains futile, and as such, the condition of our constituency is uncertain till present day.

This also  eventually made it for the people of Ajak Kuac to had not participated in the general elections conducted in 2010,  hence Ajak Kuac Payam of Twic County had no single representative in both, the council of states and National Assembly of South Sudan for such a longer periods.

This equation stands at nearly sixteen (16) years without enjoying the fruits of liberation struggle besides twenty one (21) years of long liberation struggle spent in search of freedom of our people.

Your Excellency, The President of the Republic and the Chairman of SPLM!

With the Revitalized Agreement on the Resolutions of Conflict in the Republic of South Sudan ( R-ARCISS) signed in 2018,  a new hope is restored for unity among all South Sudanese to develop the nation and peacefully coexist.

This also presents a great opportunity for the members of the party as given per the power sharing ratios to see themselves represented and have voice on behalf of their people.

In conclusion,  dear Comrade and my  Chairman of Sudan People Liberation Movement( SPLM) , a political party and main principal to the Revitalized Agreement on the Resolution of the Conflict in the Republic of South South( R-ARCISS)  ; your consideration in appointing member of SPLM from Ajak Kuac area into the nation’s house;  the parliament,  is worthy a reward to the  people of Ajak Kuac after their long  hard  liberation struggles  during the fights against the enemies of the Southerners and  as well for their dignified silence in comradeship spirit over the previous years without representation in their SPLM-led government .
