In a report to the Security Council, Guterres said the parties had yet to achieve the necessary conditions for free and fair polls.
While the National Elections Commission has taken steps to prepare for the December 22, 2024, election date, the body lacks sufficient funds and faces challenges on the ground.
“The parties are yet to achieve a ‘critical mass’ of implementation necessary for peaceful conduct of free, fair and credible elections,” Guterres said.
The UN chief welcomed ongoing political dialogue, including the Tumaini initiative, which has brought together the government and non-signatory opposition groups.
He urged the parties to build on this progress and reach a consensus on the electoral process.
Guterres also expressed concern over the impact of Sudan’s conflict on South Sudan, including the influx of refugees and the escalation of intercommunal violence.
He called on the transitional government to address these challenges.
The 2018 peace agreement initially set a 2023 deadline for elections, but this was extended to February 2025 due to implementation delays.
